Chuck Loy - Principal

With over 30 years of experience in the utility industry, Chuck is a seasoned consultant specializing in regulatory accounting and finance. Prior to forming Provident Utility Advisors, Chuck was a Principal with GDS Associates, Inc., where he played a pivotal role in steering clients through challenges in both regulated and competitive environments. His expertise spans natural gas, water, wastewater, and electric regulatory matters, assisting various distribution and transmission clients with numerous rate case filings before many state regulatory authorities as well as FERC. Chuck was instrumental in financial analysis for wholesale power purchases and retail aggregation projects following the deregulation in Texas.

  • Previously, he served as General Manager of Rates and Regulatory Affairs at AquaSource Inc. There, he directed rate case compilations and regulatory relations during a massive acquisition phase, overseeing a nationwide professional staff. As Manager of Regulatory Affairs at Citizens Utilities Company, he successfully led multi-company rate filings, developed revenue requirement models, and played a key role in multimillion-dollar acquisitions.

    Chuck began his career at Southern Union Gas Company, where he improved regulatory efficiency and earnings through innovative rate mechanisms. His foundation in the industry was established as a Senior Accounting Analyst at Diversified Utility Consultants, where he represented consumer interests in rate case proceedings. Before this, Chuck gained hands-on experience in the oil and gas industry, further enhancing his breadth of knowledge.
