City of Bryan, Texas

Produced an analysis and a report that detailed the damages sought by the City of Bryan from Frontier Communications Company as a result of a pole sharing agreement between the two companies.

Piedmont Water – Georgia

Retained by the Piedmont Water Company, the largest unregulated investor-owned water utility in the State of Georgia to conduct an analysis of Piedmont Water Company's financial position and performance within the context of a hypothetically regulated environment. The report was produced to be clear to an audience with little to no background in rates and regulatory frameworks specific to investor-owned utilities, explaining the procedures and objectives underlying a regulated environment. In addition, a presentation to the House Study Committee on Private Water Systems House was prepared and presented.

Law Offices of Bradley Arant Boult Cummings LLP

Retained to address matters involving the case of Saterra Water and Energy, LLC vs. Hollyhock Residential Association, Inc., et al. Developed a report that offered opinions regarding the Amended and Restated Water Well System Lease Installation and Maintenance Agreement (Agreement) between Hollyhock Residential Association, Inc (POA) and Saterra Water and Energy, LLC (Saterra) was fair and reasonable.

Developed an expert report to address matters involving the case of Barry Allred, et al. v. City of San Diego which offered opinions regarding whether City of San Diego used a portion of the wastewater fees it collected from retail customers who are not subject to regulation by the Industrial Wastewater Control Program (“IWCP”) to subsidize the IWCP’s permitting and regulation of industrial wastewater customers.

Coachillin Energy LLP – Palm Springs, California

Coachillin’ Industrial Business Park engaged GDS to conduct an analysis on its reverse osmosis and agricultural water rates billed to its current parcel or property owners. The rates billed were governed by  Agreements (PSA) between Coachillin’ Industrial Business Park and the property owner. The purpose of the report and analysis was to provide property owners additional information regarding Coachillin’s  water and sewer utility operations and its cost to serve with the intent of resolving a legal dispute between the parties.
